**About the mission**:
PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, Shelter/NFI and Education, in addition to Early Recovery activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $55 million, engaging over 500 full-time staff members across Northern Syria and cross-border response hubs in neighbouring countries.
**General position summary**:
With guidance and supervision from the Country Programme Coordinator (CPC), the Grants Manager will be responsible for the overall coordination of grant management, including proposal development and reporting across PIN’s Syria response, modification processes and further proposal development of the already existing grants (continuation) and to new donors. S/he will lead the grants unit (comprised of 1-2 Grants Officers) in developing quality reporting and proposal products, and ensuring information sharing and archiving to facilitate capturing of lessons learned.

**Duties and Responsibilities**:
**Reporting & Grants Management**
- Ensure regular updating of reporting and compliance guidelines for key donors outlining requirements for programme implementation, procurement and distribution, information collection and storage, and reporting;
- Act as overall supervisor and quality assurance for collection, compilation, review, quality control and editing of both quantitative and qualitative donor reporting, with support from the Grants Officer(s) in line with Reporting SOPs.
- Ensure that all reports are in-line with relevant donor requirement in terms of structure and content, including mainstreaming of protection, gender, ‘do no harm’ and conflict sensitivity;
- Supervise the Grants Officer(s) to maintain an internal tracking database of donor, reporting timelines, and ensure that the grants unit coordinates with key programme and MEAL staff, to ensure that appropriate data collection and compilation take place on schedule.
- Lead on the coordination of WoS project modifications as designated;
- Lead the grants unit in organizing grants review meetings, including general kick-off and close out meetings;
- Ensure comprehensive grant files and donor guidelines and resources are maintained, up to date, archived and are available for use;
- Ensure donor communications are archived, with support from the Grants Officer(s).
**Proposal Development Coordination**
- With support from CPC, lead the grants unit and coordinate with Country Management Team (CMT) in the development of concept notes, proposals - coordinating the development process with all relevant departments (programmes, MEAL, finance, logistics, HR), including designing logical frameworks, setting realistic and measurable targets, and developing narrative proposals & budgets in line with Proposal Development SOPs.
- Support the CPC and Country Management Team in mapping funding resources and identifying and exploring potential new sources of funding in line with PIN strategy and principles.
- Assist the Communications Department to develop external communication tools as relevant for donor visits/meetings/reports; draft written communication towards donors upon request of the Grants Manager.
- Other duties and tasks as assigned by the line manager, based on current needs and opportunities.
CPC may occasionally lead (oversee) on key priority grants and/or substitute Grants manager in case of her/his absence.
**Requirements**:
- At least 2-years’ experience of working in programs/MEAL/grants departments within a humanitarian and/or development organization;
- At least 1-year grants related work experience;
- Demonstrated experience in leading the coordination of successful multi-million-dollar proposals to key institutional donors, such as ECHO/EC, USAID (FFP, OFDA), DFID, and UNOCHA;
- Demonstrated experience in leading interim and final reporting to the core donors outlined above;
- Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming;
- Experience of working in complex and volatile contexts (familiarity with the humanitarian context in the MENA region is an advantage);
- Strong organizational, critical analysis and problem-solving skills;
- Excellent communication skills, including fluent spoken and written English, including exceptional report writing and editing skills.
